Why is script X not available via Fantastico?

The list of scripts and web programs available for easy installation via the Fantastico system, while rather extensive, is not complete by any means. While the Fantastico team is constantly adding new scripts and features to the system, a particular script may not be available due to compatibility issues or even license agreement terms set forth by the programs developer.
